Elisa Highley

I graduated from Penn State University in 1994 with a degree in Meteorology and a minor in Hydrology.  My first job out of college was at my local county Conservation District where I was responsible for the review and approval of erosion and sediment control plans and NPDES permits.  I also was responsible for the inspection of job site to verify compliance with the Pennsylvania Chapter 102 erosion and sediment control regulations.  I also worked for two other local Conservation Districts before I switched to the private sector and started working for an engineering firm.  A few years after I started with my current employer, Keystone Consulting Engineers, I was able to qualify based on work experience to take the Professional Engineering in Training (PA EIT) test and passed.  For the last 15 years I have worked at Keystone Consulting Engineers as both a reviewer and a designer of stormwater and erosion control plans. Since my firm represents multiple municipalities, I am responsible for reviewing the stormwater management plans, the Post Construction Stormwater Management Plans and the Erosion Control plans submitted for every new project. In addition to our municipal clients, we also have commercial clients for projects outside our municipal jurisdiction.  For these project, I do detailed design calculations for both the stormwater and PCSM portions of the project. This design includes detention and infiltration facilities, storm sewer conveyance calculations and the erosion control plans as well as securing all local, state and federal permits.
