CPMSM™

Certified Professional in Municipal Stormwater Management™

The Certified Professional in Municipal Stormwater Management (formerly CMS4S) program and certification was developed by EnviroCert International, Inc. (ECI) with grant funding provided by the Wal-Mart Corporation. Development of this program was requested by several regulated MS4 communities. This certification is intended for staff with experience in and responsibilities for coordination of National Pollutant Discharge Elimination System(NPDES) Municipal Separate Storm Sewer System (MS4) stormwater quality programs. The CPMSM program is designed to work independently of the other EnviroCert International certifications such as the Certified Professional in Stormwater Quality (CPSWQ), the Certified Professional in Erosion and Sediment Control (CPESC), and the Certified Erosion, Sediment, & Stormwater Inspector (CESSWI) programs and to identify individuals with tested and documented skills in the regulation, administration, and management of municipal stormwater.

CPMSM (formerly CMS4S) certification recognizes individuals who are technically and ethically qualified to develop, implement, manage and coordinate a Municipal Stormwater Management Program (SWMP) to achieve and maintain compliance in conformance with applicable NPDES MS4 regulations and permits. Holding a CPMSM Certification helps to identify you as someone who understands the rules and regulations surrounding the often complex topics relating to Stormwater Management.

Issues ranging from permitting through to the auditing & evaluation are addressed in the testing portion of this certification program. The EnviroCert Exam Review class and General Principles Review Manual provide potential certificants with a good understanding of which topics are covered by the exam. To learn more about the topics addressed in the review and exam you may download the CPMSM-General Principals Review Manual – Table of Contents.

Benefits of CPMSM™ Qualified Members on Your Team

The CPMSM program addresses all areas typically involved in the overall coordination of an MS4 stormwater management program (SWMP). The two key components of this program include: management and implementation of the SWMP. The CPMSM program also recognizes and reiterates the importance of identifying and supplementing the national requirements with the requirements of the various state programs. Inclusion of a CPMSM on your team helps to ensure the highest quality of project management and stormwater protection for your project. The CPMSM program includes a formal application approval process to screen individuals for proper education and experience, a skills exam to test individuals on their knowledge of the subject matter, and a continuing education requirement to ensure maintenance of stormwater management skills for certified individuals.
