Philip W. Handley

As a native Texan of 64 years and lifetime resident of San Antonio, I have over 35 years of experience in public and private sector, of which 25 years have been dedicated to stormwater management.  Skills include experience in both private sector consultant work and service in the public sector and government management.

I graduated from San Antonio College with a degree in Public Administration in 1982 followed by additional course work in Political Science and Public Administration at the Univ. of Texas-San Antonio

In 2004 completed the Rice University-Jesse H. Jones Graduate School of Management “Certificate of Leadership”

In career, I achieved technical Certifications in Construction Management, National Registry of Environmental Professions “Registered Environmental Manager”, Hazardous Material Specialist Responder and Certified Professional in Erosion and Sedimentation Control.


My work career included work as
:

City of San Antonio –Construction Inspection Division of Public Works (3 years)

Fernandez, Frazier and White Engineering Co. –Construction Management (1 year)

Pape-Dawson Consulting Engineers, Inc.– Construction Management and Environmental project work in water, stormwater pollution control plans, water quality controls, soil and water sampling/evaluation, water pollution abatement projects and other environmental site assessment projects (12 years)

San Antonio Water System – Managed the construction stormwater regulatory program and stormwater specialist staff for the San Antonio MS4. (18 years)


Responsibilities included:

Construction stormwater compliance evaluation, enforcement and legal cases

Managed spill response efforts along with other municipal emergency response staff

Coordinated and collaborated with State Agencies and the Regional USEPA

Participated in regional water quality groups and task force in regard to water quality initiatives

Created and implemented educational programs and events for the public, stormwater industry, contractors and building community

Assisted Bexar County in their process of meeting EPA Phase II MS4 status

As part of the SAWS Resource Protection and Compliance Department Management, we received the following distinguished awards, honoring our accomplishments:

  • 2003 USEPA National Clean Water Act Award-for Municipal Stormwater Management
  • 2005 IECA Environmental Excellence Award-for water quality management-Stormwater

Regulatory Program

  • 2023 Envirocert International Volunteer Award
  • 2023-24: Committee Chair volunteer for EnviroCert International in development of a new Certification on water pollution control.

I have been married to my wife, Brenna for 43 years and have two grown children, son-Kyle and daughter-Kayla.
