Katie Kowalczyk

Katie Kowalczyk is a civil engineer and urban planner who has focused her career in stormwater retrofit through watershed planning, facility design, construction oversight, permit compliance, development of guidance documents, and change management. She started in consulting for private and governmental agencies before moving into municipal employment. She has worked on projects on the east and west coast as well as the Midwest where she was hired as the first Green Infrastructure Coordinator and currently works as the Water Resources Coordinator for the City of Minneapolis.  In her role at Minneapolis, she has led the development of a green infrastructure prioritization tool, incorporated green infrastructure guidelines into the city’s transportation action plan design guide, and expanded the green infrastructure facilities and the staff understanding along with the new facilities. Her role has shifted to consider and incorporate racial equity and climate adaptation on environmental and infrastructure improvement projects and programs.
