Please join ECI in congratulating Jim O’Tousa! Mr. O’Tousa recently accepted the position of Director – Engineering Services for the Public Works Agency! He will assume these responsibilities starting July 9, 2023.
Mr. O’Tousa has been an integral part of Engineering Services for an impressive span of 18 years. Prior to embarking on his career with Public Works, Jim diligently served as a geologist consultant to the County for a decade. His journey with the PWA began in 2005 as an Engineering Geologist (Engineering Manager I), contributing his expertise to the Land Development Services. Through his unwavering dedication, he was subsequently promoted to the position of Engineering Manager II. In 2019, his exceptional capabilities led him to be elevated to the role of Division Manager (Engineering Manager III), entrusted with the management of an entire section. Notably, during his tenure with Land Development Services, Jim exemplified leadership by spearheading the implementation of Accela software for permit and project tracking, as well as the digitization of the intake and processing of grading and floodplain permits.
Jim boasts an impressive educational background, holding both Bachelor’s and Master’s Degrees in Geology, along with a Master’s of Business Administration. Moreover, he is a distinguished California registered Professional Geologist and Certified Engineering Geologist. His commitment to his profession extends beyond his work, as he generously serves as a subject matter expert for the California Board for Professional Engineers, Land Surveyors, and Geologists. Furthermore, he serves as a Board member for EnviroCert International, Inc., a nonprofit organization that champions the elevation of knowledge and conservation of the global environment through training and professional certifications.
In addition to his professional accomplishments, Jim is also a loving husband and father to two remarkable daughters. His eldest daughter has made her home in Boise, Idaho, where she imparts knowledge as a high school biology teacher, happily engaged to an attorney. His younger daughter, an attorney herself, resides in Nashville, Tennessee, and has found love with an attorney as well.
