This week EPA released the Compendium of State and Regional NPDES Nutrient Permitting Approaches, which is a collection of state practices for controlling the adverse effects of nutrient pollution through NPDES permits, including Permitting Critical Conditions, Performance Based Approaches, Water Quality Trading, and Watershed-Based Permitting.
